Southeast Shanxi - Nanyang - Jingmen UHV AC Project Accepted As the Standardization Demonstration Project

The world's first commercially operated UHV project - 1000kV Southeast Shanxi - Nanyang - Jingmen UHV AC Transmission and Transformation Project accomplished the standardization acceptance here today by the Standardization Administration of the People's Republic of China (SAC) after five years' operation. SAC's deputy director Fang Xiang indicated that as the first major national standardization demonstration project, the project formed the world's first UHV AC transmission technical standard system. Many of its findings have been adopted by the International Electrotechnical Commission (IEC), International Conference on Large High Voltage Electric System (CIGRE), Institute of Electrical and Electronics Engineers (IEEE) and other international authoritative organizations. Chinese UHV AC voltage is used as an international standard. "China is leading in the international standard in  terms of UHV transmission and smart grid", said the deputy director.

According to Fang Xiang, on December 1, 2009, SAC formally listed the Southeast Shanxi - Jingmen UHV AC project as the first "major national standardization demonstration project". The project has achieved three expected objectives: firstly, it strengthened the standards?? implementation and application through a variety of ways such as procurement contracts and exerted the regulating, leading and supporting roles of standardization in cost control, construction quality improvement and safety guarantee. Meanwhile, the construction's tests also received effective feedbacks on standardization quality. Secondly, without any mature international standards, equipment, or former experience, the project established and improved the UHV AC transmission and transformation standardization system based on engineering experiences and supported by self-innovative technologies. It also reinforced the application of the standards in subsequent construction, and achieved remarkable economic and social benefits. Thirdly, it promoted the globalization of the standards, domestic UHV technology, equipment and industry, and supported the industrial upgrading.

SGCC EVP Shuai Junqing said that at present SGCC was working with the IEC standard strategy working group, and a joint working group of IEC and CIGRE and has prompted CIGRE to make technical preparations for the formulation and revision of IEC technical standards and the supplement of UHV-related contents. It established several working groups led by China, and served as the chair of B3.29 "Field test technology on UHV substation construction and operation". A large number of related technical reports adopted the results of China's standardization. In 2011, SGCC also initiated the formulation of a series of UHV international standards in the Institute of Electrical and Electronics Engineers Standards Association (IEEE-SA) and established a UHV working group chaired by China. By far, the manuscripts of three IEEE UHV standards led by China have been completed. These have greatly enhanced China's stance and influence in the world in the field of energy and electric power.
