S&T Daily: SGCC??s Electricity Substitution Scheme to Control Smog; Substitute 100TWh of Electricity by 2015

????SGCC announced a long-awaited energy plan to the public today. The plan aims to replace coal and oil by electricity from a distance, urging the society to choose electricity and eliminate energy consumption methods with high pollution but low efficiency. The company strives to substitute 100TWh of electricity by 2015 in total.

????At the 2013 China Green Electricity Summit, SGCC EVP Yang Qing said that some areas were frequently suffered from choking smog, which was closely related to direct coal combustion and automobile emissions. Research has shown 50% to 60% of PM2.5 comes from coal combustion; 20% to 30% comes from oil burning. He emphasized that electricity was a quality, effective and clean secondary energy. Though coal-fired electricity still needs to burn coal in the generation process and will emit sewage, technical measures can be taken to process it in bulk capacity. Thus the emission intensity and control cost will be much lower than the traditional distributed combustion method. At the same, with rapid development of the renewables in recent years, the proportion of clean energy in social power generation will be raised year by year, which will make electricity cleaner. With one more percentage point of electricity in the end-use energy consumption, the energy utilization per GDP will be lowered by 4%. Therefore, electricity can play a significant role in saving energy and reducing emission as a substitute for fossil energies in end-use energy consumption.

????Yang Qing said coal-to-electricity aimed to replace coal-burning stoves for industrial and residential purposes with electric ones so as to curb air pollution caused by direct coal burning in middle and eastern area; oil-to-electricity meant to develop electric vehicles and electric irrigation in rural areas in order to reduce the dependence on oil; electricity can be transmitted from a distance so that the thermal, wind and solar power from West and North China and the hydropower from Southwest China could be transmitted to Mid and East China via UHV grids in large capacity over long distances. He said SGCC has formulated the implementation plan which has been fully launched this August. Regarding transmitting electricity from a distance, two UHV DC and two UHV AC lines have been put into operation. One UHV AC and two UHV DC lines are under construction and other three UHV AC and two UHV DC lines have been approved. These projects are of world level in terms of their transmission voltage, distance and capacity. Five vertical and five horizontal UHV AC grids and 27 UHV DC projects will be in place by 2020. Their cross-regional transmission capacity will reach 450GW, ensuring the transmission and accommodation of 550GW of clean energy. Every year, the network can accommodate 1700TWh of clean energy, replacing 700 million tons of crude coal, and reducing carbon dioxide by 1.4 billion tons and sulfur dioxide by 3.9 million tons.
